[RM2K3] Key Input Help
Well the way I'd do this is to have a switch turn on at whenever it's the time you're supposed to hit, and it a press of the key is registered when that switch isn't on (and it's registered after any "decision" key presses) then to execute some sort of failed action command (like tripping or just no action command at all.)

If you're going to do such a large amount of characters at least do what FF6 did with the variety of scenarios. Like, picking "character A"'s scenario and his party is already predefined as A and B. And you have the option of also picking C's scenario and his party is already defined as C, D, and E. And another scenario with maybe just F by himself. That way you will have a chance to explore each character.
If you don't provide some sort of depth and unique-ness to each character I am not going to give a shit about them at all. Really.
More about what you asked: do it at a logical point in the game in terms of writing. Make it available at some sort of base where all the other party members can chill.
