Doesn't this basically mean we can compose anything we want? If not then some guidance would be appreciated, like, what would not qualify for this challenge? Or maybe someone can link a good example of a game-within-a-game sound track.
The "Game Instances" section says that you should compose music for a minigame. This track from Tales of the Abyss is a good example in my opinion, as is just about anything from Mario Party.
Alternatively, you could go the cliché route and do 8-bit music for a fake NES-like console game that happens to be lying around in your hero's house.
I think the "story" for this chapter could have been worded better, given that it only specifically mentions video games, when the theme is games in general.

Given that you're new here, you're probably going to have a lot of trouble getting people to help you with such an ambitious project. Most users here aren't willing to help a complete newcomer, unless you offer good money for their services Even if you can pay people to help with your game, I wouldn't recommend it since if you run into some difficulties and end up having to cancel the project, you'll have wasted your money in addition to time.
If you have already made games before, you should try to get them onto this site before getting started on making new games. If you haven't, then focus on making smaller games to gain experience before you get started on making your dream game. You should read "On First Projects" by RMN user Dark Gaia, since your idea seems to go against all the advice it offers. An epic RPG with fully original art and music is not something that you should be doing for your very first project.

I made a small Metroidvania game called BREAK once for Ludum Dare using Clickteam Fusion. The main gimmick was that you had to collect powerups that increase the size of the game window in order to access more of the game map.
My plan is to make a sequel for this event which still uses the concept of resizing the window, but in a different way. I'll also upload the first game here.
But first I'll try to change the first game's music because currently there's only a short loop that plays for the entire game, which can get annoying.

ps. I have also thought of imposing a slightly shorter time periods for the chapters of the event to make the process a bit more involved. Or what do you think?
Since during the last week of the event, most people have finished their song(s), the level of activity decreases, so a possible idea would be to start the next event one week earlier, but also have the previous one still open, so there would be two chapters at once. Although it might make it confusing as to which chapter a track was submitted to.
RPG 20XX Engine
I agree with Magi that the current UI is not as good as RPG Maker 2003's. It would be worth considering changing it later on. However, you're probably too busy working on other things to make large changes now, so they should be done later in development.

- In the top menu of the editor, some icons are unclear. Why is Import a checkered square, and Database a rounded blue square?
- Having to select a database item in the menu, and then click the "edit" button is inconvenient, especially if you want to make small changes to many items. It would be better to copy RM2K3, with the radio buttons becoming tabs located on top, and enlarging the window so that the edit menu can be integrated into the database menu.

I remember playing blindly through the Japanese version of this, but I gave up since I could not understand the story. Now I'm excited for this translation.
Also, I discovered the game in the first place through an indie fighting game called "E's Laf", which has Reviel as one of its fighters. If you like anime fighters like Guilty Gear or Blazblue, then that game is worth a look.

Hi, I am working on an Rpg maker game in RM2k. I read somewhere that it is illegal to make games with RM2k and distribute it. I am not trying to sell the game for money or anything. I am just wondering if I should just quit working on it because it might cause me problems with legal issues later?
It is illegal, as the English version of RM2K is free to download while the original version is paid software. However, I don't think anyone has ever actually been arrested for using it, so you should be alright.
