You select a tile from your tileset, as you normally would, only if you hold a certain key (say "alt" just for the sake of it) then the tile is mirrored. A similar thing could be done for a vertical flip.
This could add a lot of variety to your mapping without using a bit more memory nor time. If it were implemented for 2000 or 2003, it could have reduced the average tileset by about 25% just by taking out the redundant tiles that are manually flipped or mirrored.

This is one of many features/mechanics that people are absolutely baffled it doesn't exist. I do agree that this would be an awesome feature to have. Also, it would be great to have more than two layers to design with, so that you don't have to use events to create overlapping items with chips that exist on the same layer.
Enterbrain seems to be a little nutty sometimes with their design choices. They add a feature, then remove in the next rendition of RPG Maker. Why? No reason is particularly apparent. For example, why the hell isn't there a feature to implement your own chipsets in VX? It's been in every other RPG Maker so why not this one? I believe their argument was to make it more user-friendly for newbies, but they still have the feature to implement music, charsets, etc.

I believe he's referring to the fact that you are only allowed 5 chipsets that are universal. Are there ways around this using scripts/hacks? Yes. Should those be necessary? Heavens no.

I am aware that the ability to do it is available, but as GDKT said, it should have been in place from the get-go. Haha
