SILLY STUPID GAMES?

You'll probably say hey what do you mean by "stupid" and silly. I'm not calling any games stupid and silly but games that want to and intend to be "stupid" and "Silly". Just because they may be like that doesn't make them great, like some games that intend to mush together games that don't fit and i don't mean a Naruto/Final Fantasy game trying to be serious. More along the lines and crazy humor like heres an idea me and my friend once had.
The evil space walruses have begun to attack earth, only one man can stop him, the janitor. The janitor is a alien-abducted man who suffers from post-trauma but has been awaiting the arrival of aliens for decades now, he's the one laughing now. AS he has to stop the mutant space walruses.
I mean like that you know, games that obviously don't want themselves taken serious or have great humor in them. I want to know do you approve of them?

I approve of them completely. Games are for entertainment, and if it entertains your with witty humor and parodies, then it's just as good the enthralls you with an epic storyline.
I hate it when someone comes out with something like "THE WORST GAME EVER" with screenshots showcasing RTP graphics, lame uninspired jokes, and really bad gameplay. The creators of these always argue "IT'S SUPPOSED TO BE BAD." Which doesn't make sense.
If you want a game to be well received, put in the same effort as you would in a "serious" game. Otherwise, it's just going to be a shits and giggles project between you and your friend.

Yeah, they can work if they're not, as Darken said, an excuse for lack of effort.
I've seen so many shitty games where "LOL SRY IGNORE BAD MAPPING & GFX IT"S SUPPOSED TO BE BAD."
If you did something comedy with say, original maybe Earthboundy graphics, quirky dialogue and fun gameplay, then it would work out excellent.

I have no interest in those types of games, I'm afraid. I've never really understood the appeal. My sense of humor just isn't like that.
Except for things like Phylomortis: Avant Garde and EMDE2! which I find to be extremely clever. My sense of humor leads more towards the clever than the stupid.

I'm not a big fan of stupid either. I've always preferred silly premises with serious content.
The example you had
It's really the same with film comedies. The best comedies aren't those that wink at the audience saying "I'm in a comedy and I know it". The best comedies are those with the straight man put through the weirdest things or comedies where the characters don't play funny but ARE funny.
All these points are void if you're as good as Monty Python at self-referential humour though. (Still the movies were great with Graham Chapman as the straight man throughout them. Chapman was an awesome straight man... despite being gay ha ha ha.)
But yeah. I don't mind silly. I don't mind weird. I don't mind clever. Occasionally I don't even mind self-referential.
I don't really like stupid though. Stupid is hardly ever good. Stupid is only good with friends late at night after a couple of beers. It's like inside jokes, they never work on a larger audience. That's the point of them.

Making it a gritty story about the janitor that no one listens to but now he has the knowledge to beat the invaders. It's stupid, but as long as the story itself takes itself seriously it can be good.

I've done comedies before, in fact I'm working on right now, but I don't purposely make them suck, as I still include decent story telling and character development into the games, even if they are meant to be dark comedies.
Total Chaos's main issue was the inconsistent graphics, but other than that, I think I did a good job with it (despite it almost being 3 years old now).

Silly premises can be very clever (take every Pixar movie for example). When it comes to game with ridiculous premises (Zombies Ate my Neighbors), then the focus is usually on the gameplay. Good gameplay will justify any ridiculous plot point. Super Mario RPG and Battletoads qualify as silly.
