If I'm not mistaken it's something RMN needs as a engine to play with. 2D hallway dungeons, adventuring, etc. It would open up alot of possibilities for many would be developers.

You know RMN doesnt make engines, just hosts them right? If you know of one that does that I'm sure it could be added.
I'm pretty sure there's no issue with posting those types of games on this website.
Just remember that the file size needs be below 400MB, but you can always put it on Mediafire.
RMN accepts just about anything these days.
It won't be easy to make an engine from scratch.

I think what Kaliesto is suggesting is that there be engines developed for the types of games such as Shining in Darkness and whatever games he's listed, and that he thinks RMN should make them.
Firstly, if you think such an engine should be made, things generally only get done if you take the initiative and do it yourself ;) "RMN" is a community, not an organization, so the people that comprise it are just ordinary people, mostly with ordinary jobs (well, some of us are students with too much time on our hands ;P).
Secondly, such an engine would be quite restrictive to the types of games that it could create. Say for example you created a Might and Magic engine. That in itself would take a whole lot of work (if you wanted it to be good). But what market of people actually want to make such a game? I believe it is very narrow, and you may not get that many games made with it at all. Sure you could make it, but I think a lot of people would ask why.
Thirdly, there are plenty of 2D game makers out there where you can learn how to make such games yourself. This would be a lot more practical than creating an engine to create very similar games. The thing about RPG Maker is that it's so flexible to create quite a few genres of games, but even still, it is one of the most restrictive makers out there (probably due to its user-friendliness). One doesn't need to learn to code (that much) in order to create games using RPG Maker, but that's because of the huge bulk of the code that is just built in there.
So, in conclusion, if you would like such an engine made, it's a DIY job! But I would not recommend it - I would recommend instead creating it in an engine such as Game Maker, but only if you've got enough patience to learn programming and all that! If that's your quest, then good luck to you! :)

That said, if you don't want to mess with making your own engine/system for games in this style, Forgotten Realms Unlimited Adventures is the best alternative I know of. It was released in the early 90's, so, there's a good chance of it being on GOG.
