RM2K3 INDIVIDUAL CHARSET AND CHIPSET DIMENSIONS

I just recently started using RM2k3 so I'm sorry if I'm asking any dumb questions.

So I'm trying to create Charsets and Chipsets from scratch and I have a rough understanding of the files' overall dimensions but don't know how big each individual character or tile should be.

Each character animation frame should fit within a 24x32 pixel area. A full characterset is made up of 3x4 frames and there are 4x2 characters on each sheet. Overall the sheet should be 288x256.

The chipsets should have 16x16 tiles. The tiles are set out as so:

The chipset is segmented into 3x4 tile areas. I'll explain each but you'll have to look at a proper chipset to understand better.
From the top left: The bright red 3x4 is the water animation area. The red areas around it are for other water animations. The purple/pink is for animation tiles that have four frames. There's only room for three of them per chipset.
The green area is for ground tiles.
The blue is for tiles that are on the bottom layer.
The pink is for upper layer tiles. The background colour of these tiles will be transparent. This can be done by either making them the first colour in the colour palette or adding to the project by the resource manager and then choosing that colour.
The yellow tiles must be left blank and set to the background colour. These are the default tile that is called to determine a blank upper and lower layer tile.
