DAY-LONG IP(?) BAN AT RANDOM

Some days, completely at random, I'm unable to enter RMN for the whole day - a "LOL BANNED" screen appears with strange reasons for bans (such as duplicate user accounts, spamming downloads). The thing is, the next day I'm usually able to browse again like nothing happened. This has been going on sporadically for a good while (months, I'd say). I just notified this now since I'm starting to be more active. I wonder if there's a problem with my ISP and a ban that's in place?

It seems the whole 190.40.*.* - 195.45.*.* range is banned, and has been for 2 years or so (WIP added the ban back in April of 2010).
What is the message they are receiving right now? Not a single ban that would match the 190 address has a ban reason behind it (and ban reasons are pretty new actually).
Any more information about exactly what messages you're getting or what IP-address range you have is probably helpful. Unless it's already been fixed.

On April 29, I got "Duplicate account - pyrodoom".
My IP address is currently 190.101.*.* - I'm not sure how to look up my range but the address is assigned by DHCP.

I'd really like to get rid of LockeZ. His play style is way too unpredictable. He's always like this too. If he ran a country, he'd just kill and imprison people at random until crime stopped.
